Cyd (Makanui) Hoffeld’s survey response demonstrates meaningful support for humane, prevention-oriented animal policy. She rated humane treatment as Extremely Important, generally favors prevention while supporting targeted enforcement, strongly supports expanded access to low-cost or free spay/neuter services, strongly agrees that government-funded programs should demonstrate measurable outcomes and public accountability, and believes community organizations and volunteers should play a Major Role in helping address county challenges. Because managed community cat programs are central to HAA’s Coexistence Framework, HAA initially viewed this as needing clarification.

After follow-up discussion, Hoffeld clarified that her earlier response reflected concern for protecting birds and native wildlife, not opposition to managed cat policy. HAA explained how professional colony management, TNR/TNRM where appropriate, responsible caretaker standards, spay/neuter access, and the Coexistence Framework’s three-zone approach — including the Wildlife Conservation Zone — help move Hawaiʻi County away from unmanaged cats while also protecting sensitive wildlife areas.

Hoffeld responded positively to that explanation and clarified that she supports professional colony management as a key tool for humane cat population management and supports the HAA Coexistence Framework. HAA views this clarification as important because many candidates are trying to balance two legitimate public concerns: protecting native birds and wildlife while also ensuring that cats are treated humanely and responsibly.

HAA views Hoffeld’s stated policy position as aligned with the HAA Coexistence Framework, Conservation Science Compliance Standard, and One Health Alignment Standard.
