🔑 The TWO things driving this problem:

1) STOP dumping unfixed pet cats

This is the #1 source of new outdoor cats.
Most community cats started as someone’s pet.

👉 If we don’t stop the flow, nothing else works.

2) START managing community cats the right way

✔ Fix them (TNR)
✔ Feed them consistently
✔ Stabilize colonies

👉 Fixed + fed cats stay in small territories, stop breeding, and hunt significantly less.

🔒 We need to “LOCK IT DOWN”

🐾 Pet cats → indoors or controlled, spayed/neutered
🐾 Community cats → fixed, fed, stabilized
🐦 Bird areas → protected with active management
👉 No new cats. No migration. No expansion.

🌿 This is called the Coexistence Framework

It’s how we:
✔ Reduce cat populations over time
✔ Protect native wildlife
✔ Prevent events like Kauaʻi

The Coexistence Framework is based on a simple reality: different cat populations need different solutions.

1. Pet cats should be fixed and kept by their owners.
2. Community cats should be managed through TNR and feeding.
3. Wildlife conservation areas must remain cat-free using removal where necessary.
Matching the right approach to the right zone is how we reduce cat populations and protect native species.
If we go back to reactionary responses like dumping, starving, or removing cats without a system… this will keep happening.
