Help Us Protect Cats, Wildlife, and Humane Policy in Hawaiʻi

Beginning January 1, 2026, Hawaiʻi County’s Bill 51 / Ordinance 25-63 will prohibit feeding or attempting to feed stray or feral animals on county land.

For many community cat caregivers, rescuers, and humane-policy supporters, Bill 51 was a painful reminder that cats, caretakers, and compassionate residents need an organized voice in county policy.

Hawaiʻi Animal Advocacy was created to help provide that voice.

During the Bill 51 process, thousands of residents spoke out. HAA helped organize petitions, testimony, public education, sign-waving, and ongoing communication with voters who believe Hawaiʻi needs humane, practical, science-based cat population management.

We did not stop Bill 51.

But we did show something important:

Humane-cat-policy voters are real. They are organized. And they are paying attention.

Now we must keep going.

Why This Work Matters

Cats are still struggling.

Caretakers are still feeding, rescuing, trapping, fixing, transporting, adopting, and trying to prevent suffering.

Native wildlife still needs real protection.

And Hawaiʻi County still needs policies that actually reduce unmanaged cat populations instead of pushing care underground.

HAA believes the real choice is not “cats or wildlife.”

The real choice is:

managed cats or unmanaged cats.

Humane policy should reduce suffering, prevent kittens, support spay/neuter access, protect sensitive wildlife areas, improve public health, and create measurable outcomes.

That requires organized advocacy, voter education, public outreach, policy research, and sustained pressure for better solutions.

What HAA Has Achieved So Far

With community support, HAA has helped:

• gather more than 7,900 petition signatures opposing the county-land feeding ban and supporting humane cat population management;

• help residents submit more than 1,600 written testimonies for the first reading of Bill 51;

• help residents submit more than 400 written testimonies for the second and final reading;

• organize public visibility efforts, including sign-waving against Bill 51;

• build the HAA 2026 Election Center;

• create the Hawaiʻi County Voter Impact Profile;

• launch candidate surveys and candidate assessment pages;

• develop the HAA Coexistence Framework;

• develop the Conservation Science Compliance Standard;

• develop the One Health Alignment Standard;

• provide public education on humane cat policy, community cat management, wildlife protection, toxoplasmosis, and public accountability.

This work has already helped shift the conversation.

But it takes time, tools, outreach, research, design, website work, communications, and organizing to keep this effort moving forward.
