Hawai'i County Council passed Bill 51 Banning Feeding of Cats on County Land Aug 6th.
Mayor Alameda supported it to become law starting Jan 1, 2026.

What is a Manifesto ?
A manifesto is a Public Declaration to make your principles, intentions, and views known to the public.
Examples include historical documents like the Declaration of Independence of 1776 that declared the United States' birth and the colonies' separation from Britain!
Why Now?
It’s time for the people of Hawai‘i Island to stand up for our Cats and demand real, humane solutions to Cat overpopulation.
Instead of supporting compassion,
Mayor Kimo Alameda & Council Members; Holeka Inaba, Matt Kaneali‘i-Kleinfelder, James Hustace, Dennis Onishi, Rebecca Villegas, and Heather Kimball
voted to pass Bill 51—making it illegal to feed Cats on County property.
This is not a solution. It forces Cats into hunger and starvation—a cruel approach that goes against Aloha, Hawaiian Culture, and Basic Decency.

Ensuring programs are open, transparent, and community-based

Providing critical support for pet owners: free spay/neuter, food banks, low-cost vet care, and rental protections to keep families and pets together
What “Humane Treatment” Means
Humane treatment means treating animals with kindness, compassion, and respect. At its core are the internationally recognized Five Freedoms of Animal Welfare:

Freedom from hunger and thirst – access to fresh water and proper diet

Freedom from discomfort – safe shelter and resting areas

Freedom from pain, injury, or disease – medical care and protection

Freedom to express natural behavior – space to socialize, play, and forage

Freedom from fear and distress – care that reduces stress and suffering
These are the basic rights every animal deserves!
